Target 1 of the Pact is to compile a list of unnecessary or problematic plastic packaging items, and to take measures to address them through redesign and innovation. Such items are usually single use in nature. The Government of India (GoI) banned the use of certain single-use plastic commodities in July 2022. Therefore, signatories of the Pact agreed to identify items beyond this list. The list formed was called the Ambition List.
